In ACI section 21.4.1, one of the requirements for the definition of a column is that the factored axial load should be greater than Agfc'/10. If a column is subjected to an axial load less than this value, can one still design the column according to section 21.4.

Yes.  Code provisions are minimum requirements.  You are permitted to exceed the minimum requirements as you judge prudent.
