That is an incredible video.  That is the trade off with seismic design I suppose.  If you want to design your structure for a lower seismic force, you have to increase the lateral deflection.

The building is doing what it was design to withstand.  What boggles my mind is how the cooling systems of two of their nuclear power plant failed?  Don't they have standby generators for the cooling pumps?

Yes, but the diesel generators were flooded by the 10m tsunami and the backup batteries were not meant to keep the whole cooling system sunning only the main electronics!
