Inventor not recognizing constraints

I started a .iam file and it was working fine, then stopped recognizing constraints.  It lets me put them in with no error but doesn't move the component.  It even lets me put multiple conflicting constraints on the same component without lighting up the red cross.  Constraints show up normally in the browser window with no conflict icon.  I made sure the parts I'm experimenting with aren't grounded or even constrained to something else.  Rebooting doesn't help.Thanks to anyone who can help.

Have you changed any Application Options settings?
Does this behavior occur on any new assembly?
Can you attach a simple assembly here that exhibits this behavior?

application options..assembly tab..defer updates checked?

The problem doesn't occur when I start a new assembly.  I looked and "defer update" is not checked in the problem file.  The problem file is probably too large to post here.  Also I did try the file on another computer with the same results.

Only need two of the ipt files and the iam. (check it youself to make sure the behavior is still there after deleting the other parts - you might find the problem can be isolated to a particular part)
