Here is my question. We are going to heat a 61.2525 feet radius, 34 feet straight shell height CS tank up to 610 F. for this we are going to use a propane burner (2000kW) that will be placed in a platform near the tank. This burner will introduce the combustion gas by a manhole into the tank and by other manhole the gasses will go out to atmosphere. The burner has a insulation valve for segurity if the system shuts down.

According NFPA, if my system shuts down I should vent the combustion chamber and passages, but, would be the tank itsenf considered as a passage? should I vent the whole tank also?

You be real careful where & how you vent propane, it is heavier than air.  What's to prevent a pocket of gas below the manholes as you indicate the burner is on a platform.

I hope that for a burner that size that it has two safety shut off valves, per NFPA 86.
