Our Canadian Welding Code CSA W59 has a clause under dynamic loading which requires the clear space between
intermittent welds to be 12 times the least thickness at the joint of a built-up member in flexure. For a runway
beam with a W shape and a C shape cap this results in
an increase in welding and distortion of the cap. Runway
fabricators customarily prefer clear spaces up to 9 " . The
loading condition determines the amount weld actually used.
Apparently, this clause is borrowed from AWS D1.1 and AASHTO. Can anyone refer me to the source research or the
rational for this clause?

 I suggest than You can found an answer in ANSI/AWS D14.1 Specification for welding of industrial and mill Cranes and other material handling equipment.This code It is recommended by Crane manufactures Association of America  CMMA 74 or ANSI/ASME B30.11 Monarails and Underhung Cranes.
