I am having a problem with Solidworks BOMs. Whenever I open an assembly drawing with a BOM, the BOM table and text are brown, instead of black.

Does this mean it is disassociated with the assembly? Or is a problem somewhere in my system settings?

When you open a BOM, it should you should have to click on the view it associates with. If you insert a BOM on the format layer, views are by definition not active. Maybe that's your problem.

I cannot insert a BOM into a format and I cannot reproduce the brownout condition. If the BOM is an Excel table instead of a SWX table, maybe that would cause the problem. I don't have excel, so I can't test the theory.
Can you edit or modify the brown tables?
