I am looking for a adheasive that wil bond my activated cabon particles to a metal substrate that will not wick up through the pores in the carbon. Any sugestions will be appreciated.

What is your particle size? In any case, you need a thickened or gel adhesive. RTV (room temperature vulcanizing)silicone may work.

link is to EMS that have a good cross section of various
adhesives.  The third link is to Epo-Tek maker of a lot of the
adhesives in the EMS list.
