Shall bolting for permanent covers(manhole cover, handhole cover)be hydro test together with vessel?. If reply is "YES", how we identified bolts and nuts?.

Yes, hydroed with bolts in place.

As for identification, pick up one of the items in your hand and say aloud "Hey, are you a bolt?"  If you get no response, you are holding a nut.

If you spec & use B7 studs and 2H nuts [SA-192/193], they come adequately marked from the factory.  Code considers them to be interchangeable if spec & grade are maintained.  No worries.

Thanks for all comment. The next question is after hydro test complete, bolting was remove and found studs bolt threaded is damage (most happen on stainless steel bolting etc. SA-193 or SA-320. New bolting is require, this new bolting shall hydro test with permanent cover and vessel again?

No, hydro not required again.  As Duwe6 pointed out, bolting is interchangeable as long as you use the same kind.  Just replace the damaged studs/nuts with the same kind.

You are not testing the bolting per se, just the bolting's contribution to the integrity to the overall pressure boundary of the pressure vessel.

Once you have proven that, you can renew the bolting every time you open the cover if you wish and it might not be a bad policy.
