which sealing is suitable for steam turbine have back pressure 37 bar. whether labyrinth sealing or carbon rings? this turbine has designed as per api 612 6th edition.plz help me

As far as i know, labyrinths are common and have good results.

but turbine manufacturer expressed their inability to provide labyrinth seal for this high back pressure turbine because of high leakage losses at this high back pressure.he is suggesting carbon rings.can anybody tell me will carbon rings provides sealing  effectively as compared to labyrinth rings?????
