Does anyone know where I can find the following article?

Judging from your handle, it would not be convenient for you to drop by and read it in Denver or Sac.

I don't know exactly what you are looking for, but if it's for embankment construction (like Hilf was interested in), you could try

Lee, K.L. and S.C. Haley (1968), "Strength of Compacted Clay at High Pressure," Jnl. Soil Mech and Fndn. Engrg Div, ASCE, v. 94, no. SM6.

I think it's a rather good paper applicable to generation of excess PWP during compression of compacted fill by subsequent placement of fill.  Should be easy enough to find if you have access to ASCE journals.  I have, or had, a copy, but it seems to have sneaked off or is hiding in a secure undisclosed location in the debris pile that is my office.
