I'm looking at the situation described in the attached, where valve A and valve B are both closed.  Pressure beyond each valve is zero.  Treating each end of the pipe as a dead-end, the required thrust restraint lengths overlap.  However, all forces oppose each other.  So if I restrain the entire length of pipe, all situations should be covered -
both Valve A and B closed,
Valve A only closed,
Valve B only Closed.  
This is probably a stupid question, just want to confirm...

You are correct.  If all pipe between valve A and B is restrained, you should be covered if Vavle A and B are closed, or if only one of the valves is closed.
