RE: Air leakage test for valves ( pipeline construction)

You have to buy the standard.  For regulations, it depends where you're located.  Some locations have them online, others don't.

RE: Air leakage test for valves ( pipeline construction)

The 6 barg air seat test is required only if specified by the customer.

Many companies do it all the time, because it is insurance against having a customer complaint.

RE: Air leakage test for valves ( pipeline construction)

API Spec 6D covers the Pipeline Valves, ISO 14313.  Consider requirements such as API STANDARD 598 Valve Inspection and Testing.  Different pressures are described such as Low-pressure closure test, High-pressure closure test, High-pressure pneumatic shell test, etc.

API Std 622 applies to valve packing emissions.   Some other things could be reviewed such as API Publ 346 for underground pipe leak detection etc.  API Spec 6FA, 6FB and 6FC apply to fire testing.  MSS SP 61 also addresses pressure testing.

Consider applying your requirements such as standards to valve purchase orders or pipeline fabrication contracts, etc.  A pdf or paper copy of applicable standards is a good thing to read if you want to understand the requirements.
