Hi there. I have a vessel that is to be filled with water and hydro tested. Water will be entering at a rate of 100gpm so air must be purged at the same rate. The vessel will be pressured up to 10,000 psi and then drained. I am looking for a valve capable of allowing air out till the tank is full of water then retain the water at 10,000psi and finally allowing air in as tank is drained. Perhaps someone can advise me as to if such valves exist and where they can be procured.

I assume there must be a reason to over complicate a process quite simple. Normally, the vesel design was suppose to include a vent nozzle/opening in the highest point of the vessel and a drain in the bottom. the vent and drain are suppose to have some isolation means, like valve or plug. The air will escape from vessel as you fill in the water, through the open vent nozzle. When water starts emerging in the vent nozzle, you stop filling the water, close/plug the vent and connect the test pump.
To empty the tank, reverse the process, open slowly the drain to depressurize, the open the vent and drain completely the vessel.
Why would you use a complex and expensive valving arrangement which is useless after the hydrotest.

With what information given here is a place to start.  All that is needed is the size the valve so it doesn't cause too much back pressure on you water supply system, picking the connection type, and whether it will stay in place based on the valve operating conditions.  At these pressure th test valve will be taken off after the test.

Just for curosity how big is your vessel?
