Without knowledge of the specific application and the environmental parameters that the material will be exposed to, as well as what heat treatment condition 'as is' represents and whether the material has been hardness tested, we can't tell you.

By "as is" I was implying standard solution annealed 316 per specification SA-479.

I am not familiar with NACE MR0175 requirements, but I recall hardness as a requirement for material.  A second look at the SA-479 specification shows no hardness requirements are set.

Therefore, it seems at least without an extra requirement for hardness being specified, the material could not be guaranteed to meet NACE without a hardness inspection.  However, I thought perhaps this type of material generally  meets the imposed hardness requirements without having to do anything extra to it.

Is there a short list of other requirements to determine if a material meets NACE MR0175?

Dependent upon the specific application, service environment restrictions: H2S partial pressure, temperature, pressure, pH, elemental sulphur presence, will also apply.  Therefore, to ensure compliance, a knowledge of the service environment may also be required.  This is what catches a lot of people out when they think 'old NACE'.  Best to familiarise yourself with the 'new NACE'.
