I'm look for this article by Kenneth E. Wilson.  It was published in the February 1997 issue of the Journal of Bridge Engineering.  If anyone has a .pdf of it, I'd really appreciate it.

Thanks, but I wanted to look at the full paper.  I found most of it on the web, but a few pages are missing.  We analyze existing foundations and most will have the eccentricity outside the kern.

Sorry, I don't have that paper.  I used the equation from "Structural Foundation Designer's Manual", 2006, by Curtin, Shaw, Parkinson & Goldin.  It is a great reference.
