I have an application for Motoman robot with payload of 130 kg. The robot needs to be lifted it up by 40 inches high.This requires a strong base fixed to the ground.
Does any one have idea how the base can be calculated?

Figure out the maximum reach the robot is capable of.  Draw a free body diagram of the load in this position with any loading due to accel/decel.   Calculate the amount of force that is being taken by each connection on the base.  Take that force and multiply by a factor of safety of your choice.(1.25 is a personal favorite).  Find a fastener that is capable of taking this load.
