Would a 200A rated service panel be rated at 200A X 240V = 48,000W? Theoretically, could a this panel handle 48kW?

Single phase service- No. They are not supposed to be loaded more than 80% by code. (although your calculation is correct for single phase, resistive load, theoretically!)

Three phase panel- May be. The load has to be properly distributed over three phases.
