If one uses a jockey pump to keep a deluge water system pressurized, which is better: using a spillback valve for minumum flow or cycling pump off and on (assume that the start/stop setpoints are not spread too widely over the pump curve)?

Advantages/disadvantages for each method?

On/Off  If your jockey pump runs continuously, you'd be better off finding and fixing the leaks.

Maybe they are using the deluge system to wash their cars etc, hence the need to keep jacking the system back up.
