Can you qualify a WPS with a cast iron ie; A439 per ASME section IX?  A WPS per ASME requires side bend tests which I don't think would pass.  What are my options on qualifying this type of material?

What type of welding are you looking to do with this procedure? A weld repair??

I'm actually reviewing a customers WPS from Asia, the welding was done with SMAW

Per A 439, this material has a minimum elongation of 4 to 20% depending on Grade. If you need to perform bend tests for qualification you might want to look at optimizing the bend radius to provide much lower fiber elongation strains (less than 10 %), and compare base metal with weld region.

Also, if the WPS uses a high-nickel filler, it is not a weld.  It will be a high-temperature braze.

Where did you here this? If the base metal is subject to local melting from the heat of the arc and filler metal is added, this is a weld, period. Brazing requires no base metal melting.
