Can any one tell me what are the determining factors if i am about to hot tap on a longitudinal seam on a gas pipeline? what checks on the seam do i need to perform prior to cutting?

I would definately talk with contractor who will do the job.
Someone needs add in here as I think OSHA has a procedure outline for hot tapping. We have our own which requires that we verify the integrity of the weld, either UT or RT and the thickness of the pipe. I would keep in mind the possible use of a slit tee which removes all stress away from the weld.

You mention no sizes or pressure/temperature.  Below 4" there is equipment designed specifically for these sizes.
