Concrete Pedestal Base for fixed boom

(OP)
We have received a fixed boom crane for 10 MT with circular base. We have to weld the steel circular base on a steel plate bolted to foundation.

Could some one please guide as to way forward to design the concrete base and welding and bolting design for the base plate.

Manufacturer has specified Pedestal reaction and Overturning moment values.

You really need to involve a structural engineer with this.  Can't really do that here.
