Hi,
1. Has anyone welded pipeline with tuboscope sleeve or any other sleeve/device that proctects internal coating while welding pipe?
2. So far, I have a WPS and PQR that is used for the pipe which is; 2"-8", API 5L x-42, x-52, x-60 materials and all butt welds, but with the addition of this sleeve, the manufacturer specified:
1. a specific range of travel speed
2. application of epoxy
3. using lowest heat setting possible
4. well ventilated welding space
5. max interpass temp. of 250 deg F
The above does not require re-qualification of the procedure right?
I mean, they can just be added to the existing procedure as "supplemental information" or "other" right?

Right! Provided that the applicable welding specification doesn't have restrictions on the addition of backing and that any hardness control requirements are not compromised by fusing to the sleeve. The sleeve material may also cause you an issue if it is not in the same grouping as X60

Could you please explain what kind of issues that the sleeve may cause to the pipe material, do you need me to find out what the sleeve material is?
Also, since backing is "nonessentional" in ASME IX, adding backing will not require a requalification right/

No issues, actually.  Per ASME Sect IX, they are 'compatible' which is the only requirement.

Additionally, i think [my Sect-IX is elsewhere] that X60 is a material group P-1 material, which is the same group as A-36, A-516 Gr. 70, etc.  Very hard to find a material incompatible with standard API pipe grades.

Yes, but it may be API 1104 pipeline welding specification and it may have end user requirements on top.  API 1104 doesn't use ASME IX groups.
