I have several gate valves with the stems pointing above the horizontal plane of the valve body between vessels and pressure-relieving devices, which is not permitted by the California code of regulations.
I was wondering if anyone had this problem before and how where they able to solve it?
I thought about turning the valves horizontally or with the stems pointing downward.
Is there a possibility for liquid to ruin the valves structure or functionality?

Can these valves, if closed, block proper function of pressure relieving devices? That may be where the code violation is.
Generally, valve stems for manual valves can be in any orientation. If electrically actuated, having them pointing up can help prevent any leakage or condensation from dripping onto the zappy bits.

If the stop valve fails, for some reason, the gate will fall or stay stuck in the pipe, blocking the fluid from going into the main header and pressure relieving device.

Section 8 covers pressure vessels. It appears that the requirement that is being cited is from 8 CCR 6552(C)(4).
