I want to perform the High voltage test for 33kV power cable.

1. what is max. applied voltage in case of AC supply as well as DC supply?

2. which standard i have to refer?

CSA C22.2 No. 0.3  Test Methods for Electrical Wires and Cables

Before you consider doing a DC hipot you should serch for threads here on that topic.

IEEE std 400.1 for dc
IEEE std 400.2 for VLF (very low frequency)

Also manufacturer recommendation are a good ressource as said before
