I have received a test report from a carbon steel flange on which the material is named 11 416.1 . I don't know this material and google gave me some hits on flanges/equipement from eastern europe. So I guess it's a russian standard or something like that.
Does any of you know a european (or american) equivalent of this material? And if known, can you indicate the origin of this 11 416.1 material?

It looks like this material is similar to DIN P265 GH

One detail which caught my attention is the elongation at rupture, which is only 3,7%. This looks aweful low to me, I would expect something around 25%.
Can anybody explain the 3,7% elongation at rupture?
