I have a venturi that is being used on a feedwater system.  There is a welded ring at the outlet (see picture, circled).  What purpose does this ring serve (contain vibration, thermal, or just to support outlet cone)?

Reviewing your sketch, it looks to me that the answer is A & C;  vibration and support.  There may be some differential expansion between the nozz and the venturi insert, but not enopugh to hurt anything, assuming the materials are similar.

 Without that weld, the venturi would be a high-speed bell, clanging back & forth in your nozz.  Plus, things should be supported from both ends and not cantilevered when possible.

mechanical restraint and easy access should you have to remove it,
but I have to say that they venturis were in single piece meter tubes for HP steam.

I don't see anything circled but the ring I think you are talking about is probably a mechanical stop to keep the liner from slipping down the pipe. It has to be welded in place "to fit" after the flange is welded to the pipe.
