There are a few sentences in the steel manual about the MAXIMUM weld size.  Are they talking about lap joints?  I would figure, within reason, there is no maximum fillet weld for a typical butt connection,  like a wide flange to a baseplate.

Yes, that maximum applies to welds made on the edge of a plate, as in a lap joint.  There is no maximum size for welding on the other face, like a wide flange to a base plate.

Note that the size limitations depend on the code used, and are not universal good-welding practices.  As best I can tell, the limitation for lap joints is just based on the ability to measure the weld size.
