can someone tell me where in Sect VIII RT is required after stress for P4 material (Vessel over 1.25" thk)

Don't believe there is any such requirement, only after welding is RT required. This means you can perform NDT either before or after PWHT.

It is not necessary to state that NDT (when required bt Code) shall be done after welding. UW-40(e) states PWHT shall be performed after weld repairs.

Follows that NDT shall be done BEFORE PWHT to detect any necessary repairs. The only possible Code requirement for NDT after PWHT is to consider PWHT as an integral part of the welding process and thus NDT is also after PWHT when all repairs (if any) have been cleared.

Many contracts state NDT after PWHT and its the fabricators risk to omit the pre-PWHT NDT.

What works well is to RT and UT the weld prior to PWHT, make any required repairs & re-RT the repairs.  Then PWHT the weld, and confirm that no new defects/discontinuities have appeared by UTing the completed weld again.  Should make your customer happy.

UT using a tech with a 'fast hand' is much cheaper & faster than RT.
