I have a threaded rod with an eye nut threaded all the way down, plus a hex nut threaded on to keep the eye nut from backing out. The outside-facing surface of the hex nut is roughly flush with the end of the threaded rod. I've attached an image for clarity. I want the nut/threaded rod interface welded with an all-around bead.
What symbol would I use? It's not a fillet weld or anything else I've seen, and I'm not very familiar with welding.

I would think it would simply be a "Flare V" weld symbol, with the "All Around" symbol on the leader.

Your just welding the nut to the rod at the top, and not where it meets the eye-nut correct? "IF" so it's a plug weld with the symbol pointing to the top of the nut.

Don't do that.

Use a prevailing torque nut, or high-strength loctite.

That will allow the eye to be replaced when it is damaged.
