ISO 10816-7 is intended to apply to "Rotodynamic pumps for industrial application". Similarly ANSI/Hydraulic Institute 9.6.4-2009 is also a vibration standard for "Rotodynamic pumps" Some sources simply say "centrifugal pump."

Does ISO or industry normally consider an open 3 bladed propellor (axial flow, primarily) agitator a rotodynamic pump?

I speak a little bit German and the official German version of ISO 10816-7 clearly states "centrifugal pumps". So, they translate rotodynamic pumps just with centrifugal pumps.

Rotodynamic is a good term to use to include axial flow and centrifugal pumps into one category. Some people will just use centrifugal to cover both types, but this is technically incorrect because an axial flow pump operates on significantly different principles. Kind of like calling aluminum foil tin foil.
