Hey all,

Attached is a sketch of an arbitrary retaining wall.  For the example a #5 dowel was assumed to be used and I am using ACI 318-08.  My question is, because maximum tension occurs at the stem/footing interface, does ldh need to fall completely within the footing?  Or is it acceptable for ldh to extend up into the stem?  I would need about an 18" thick footing for this scenario which doesn't seem too bad, but if #8 dowels were used a 26" thick footing would be needed.

You are transferring force of the stem into the base. It is no different than if you had a cantilever slab at a beam face. You need to develop the bar before it gets to the interface.
