Could someone please explain in simple short terms why a logarithmic scale would be used to plot a water flow test results? From a hydrant.

cause the plot looks more like a straight line and you can see the value no matter if it is a small value or a very large value without needing to draw your plot on size A10000 paper.

And the reason BigInch's explanation is correct is that flow is  proportional to the square root of the velocity pressure that you're measuring with your flow gizmo. Or, stated another way, velocity pressure is proportional to the flow squared.
