Balloons on drawings become frozen

Balloons on drawings become frozen

Balloons on drawings become frozen

(OP)
Often I will return to an assembly drawing which is ballooned and I find that many of the balloons are no longer moveable. I have tried a variety of things to free up these balloons. Updated parts list, auto balloon again, attach leader at another location but in most cases I have to delete the balloon and replace it by auto ballooning again. Then these balloons are moveable.

Has anyone else experienced this? Any ideas to solve this problem? By the way our drawings are in the part file. We don't use master model techniques for our drawings.

Thanks,

I am using 7.5.2.5 NATIVE on Dell with windows XP OS
