Do the current rules/regulations with regards to working with HV equipment in the UK permit the topping up of oil in an 11kV/415V Transformer while the transformer is energised & on load, or do we have to isolate the supply to the transformer in order to carry out the top up ?.

Yes, if you can meet the requirements of Section 14 of the EAW Regulations. If it goes wrong then be prepared to defend your decision in court - there are situations where it is acceptable, but you need to make the judgement based on your circumstances. Isolate if reasonably practicable.
