Why are rectangular keys preferred above 6 1/2" shaft diameters? (and square keys below)

Is the key size versus shaft diameter table found in the Machinery's Handbook a recommendation only?  I assume you just size the key based on common key stock, and when you want a key to shear (in the case of a shear key, to protect equipment).  Maybe follow the table by not exceeding recommended sizes to ensure excess shaft material is not removed.

Any textbooks recommendations that's subject are purely on shaft and key design would be recommended.

Thanks
