I am in New York City and we are now using the new NYC building code '08, which is basically IBC 2003.
I know there is a 1.5 multiplier on the sliding and overturning of retaining walls.  Is there such a multiplier on interior spread footings within a building?

I haven't looked at IBC 2003 in a while, but I don't think that 1.5 F.S is required for spread footings (it's not in '06), but you do have to maintain stability under all of the load combinations (0.6D + W is pretty close to the same thing).
