Under what conditions can foreign materials be used as ASME materials? Is there a procedure to certify European steels as ASME materials?

Yes. Read ASME B&PV Code, Section II, Introduction

GUIDELINE ON THE APPROVAL OF NEW
MATERIALS UNDER THE ASME BOILER AND
PRESSURE VESSEL CODE

That would be Section II, Appendix 5. That's one option if you plan on doing this a lot. Or you can look at UG-10, or its equivalent in other codes of construction, for ad hoc cases.
