after overhaul of 200 mw boiler there was less heat pick up in reheater, temperature was 510 instead of 540 and after
rotating burner impeller position temperatures became normal.explain the theory.

Burner impellers "shape" the heat output of the fuel you are burning.   If you change the impeller position, you are shifting heat profile in your firebox.  Imagine, if your impeller were designed to create an oval shaped swirl, rotating the impeller will shift the oval in accordance with the degree of shift.  The widest part of the swirl would no longer be parallel with the firebox floor.
