Is it an acceptable common practice to spread the urea fertilizer over the soil and formworks to avoid freezing the soil and rebars before pouring the concrete for grade beams and/or footings? Does ACI talk about this? Thanks in advance.

Personally, I have never heard of this technique.  The ground never freezes long enough here for it to be of concern...

I've not heard of using fertilizer and I don't see how it would function for anything more than a couple of inches.  In these environs, frost penetration is typically 6' and it definitely wouldn't work.
