Hi,
Please let me know if I'm right and add any other useful information that you deem necessary by experience and/or knowlege.
1. PWHT is not required for source service pipe welding per Section IX for B31.3 application except the thickness is 0.750" and above.
2. As long as the NACE hardness hardness test requirement is met, and good consumables are used, PWHT is not required for the procedure to be qualified for sour service?
the materials are A106Gr A, B, and C, also x-42 and x-52 pipe materials.

The construction code, in your case B31.3 will specify when PWHT is required and what conditions apply. You also need to refer to the applicable sevice category, i.e., normal, D, M, etc. to determine if the basic requirements applicable to all piping has been changed.
Once it has been determined if PWHT is required, Section IX specifies how the WPS will be qualified by testing and it differentiates between the various types of PWHT. Section IX defines when the change is considered to be an essential variable.
If the PWHT used for production welding is different from that used when the WPS was qualified, a new test coupon may need to be welded and tested. The need to requalify the WPS will be defined by Section IX.
