Is a ground fault relay required on the load side of 75kva XFMR. If it is can someone tell me what article in the IEC for Australia its in.

Probably not.

I'm only used to NZ, not Australia, but I presume it's similar... IEC standards are only guides, not mandatory requirements.  The regulatory aspects are mainly covered off in parts of the wiring rules (AS/NZS 3000) which is the equivalent (kind of) of the NEC/CEC (I'm presuming by use of "ground" that you're North American - apologies if I'm mistaken!).

A clever Aussie (is there such a thing? :P) might be able to shed better light on anything more specific to Australia.

I don't know of any requirements specifically for a ground fault relay on the load side of a transformer, having said that, I've not come across many 75kVA transformers either. Most transformers at that size I'd expect to be pole mounted overhead transformers, and thus I wouldn't expect to see any earth fault protection specifically.

I see them for step up transformers all the time, but thats not for a customer's installation, and I've not seen a 75kVA transformer in that application. I can't comment on SWER at all.

Australia generally has its own standards, some of them are direct reference of IEC standards, but a lot of them (AS2067 comes to mind) are not.

I'd suspect that any requirement for such protection would depend more on the nature of the load and occupancy type being served than the size of the transformer (not speaking as an authority on AS codes).
