If limit states for connections in Special Concentric Braced Frames are to be controlled by a ductile limit state (Section 7.1), is it possible to use single plate connections shown in the manual for beam-to-col or gusset-to-col connections?  

Without looking at the numbers, im guessing that these connections are often controlled by block shear, or fracture.

However, the Seismic Provisons (page 3-100) shows an example of this type of connection, which seems like a contradiction.

Can anyone set me straight and tell me what I am missing?  does the ductile state only apply to the brace-to-gusset connection?

Single plate connections to the column is usually impractical.  SCBF connection design forces are extremely large.

SCBF connections have several limit states that must be considered.  Section 7.1 indicates that the controlling limit state must be ductile. That is, the limit state with the lowest value must be ductile failure mode such as yielding of the plate or "plowing" of the bolts rather than a non-ductile failure such as bolt rupture.
