Is it possible in hot rolling of bar when material is in cooling bed and temperature is about 300 degree centigrade with applying force recrystalization happens on bar?

Assuming a carbon steel bar at 300 C, further working (drawing/rolling) at that temperature is cold work which will deform the hot worked grain structure (assumed to be pearlitic with appropriate cooling.

material is high carbon steel and process of applying force in temperature of 300C is shearing process.

The shear imparts only moderate, highly localized, cold work. There will be no real detriment to the hot rolled grain structure.

With the conditions specified by you,no significant change in grain size or shape will happen.
