The welder who performs the welding on a new procedure qualification, is the welder automatically qualified to weld on this new WPS? Can a WPQ be written for this welder, using these test results?

Yes; however, he may not be qualified in all positions, depending on the position that the PQR was performed.

As stanweld said, his qual may be essentially useless.  The best plate to start a PQR on is a 3/8" thick plate.  Typically welded flat or at a slight uphill angle -- 1G position.  Your welder is now qualified for 1G [flat plates, and 1F fillets ['rockingchair' vee] and 2F [Horiz]Fillets.  VERY position limited.

The good side is that welder is qualified for 1/16" thru 3/4" thick buttwelds, and any and all fillet weld sizes.  Just VERY position limited.  If he is any good, give him a 2"XXS pipe test in the 6G position.  Now he can do it all [almost]

Like Duwe6 stated, I have my welder perform any procedure qualification test in the 6G position using 2" XXL (0.436" thk).

About the only use we ever had in this regard was to verify welder continuity for our ASME Joint Review process.
