The more common dampers are louvere and butterfly types, or those that rotate about a shaft or shafts that insert into the gas flow in some manner.
You can see from the links that micalbirch gave that the blades of guillotine dampers are completely out of the flow stream.

For better control, butterfly or louvre dampers. Louvre dampers have more than one blade that rotate in parallel or opposed directions. Butterfly is one disk that rotates and is not as quick for control.
