Require assistance in finding a straight forward routine to establish the metal temperature in the inner pipe of a double pipe heat exchanger. Outer pipe/jacket has the heating medium (in this case LP steam) and the inner pipe has the medium to be heated (in this case a hydrocarbon gas).

That book is "the" landmark in heat transfer calculations. It even has a chapter dedicated to double pipe heat exchangers.

It just hit me, what is the purpose of calculating the tubewall temperature? specifying the material? stress calculations? in that event you should consider the worst case scenario, full steam without cooling on the other side. In fact the tube design temperature is usually taken as the Steam Temperature + an allowance for failure modes (which depend on the installation).
