Acetylene Cylinder in Unclassifed Area

Our client wants to put a Cylinder of Acetylene in an unclassified building. The cylinder will be piped out of the building to a laboratory nearby. Does that change the classifcation of the building? There is the risk of gas leakage through the cylinder regulator. Do you know any standard that deals with this specific case?
