Can shearwave be used in leiu of Xray?

I can't find any thing in Part 195.

And does API 1104 override Part 195?

195 is the law.  It references 1104.  There should be no conflicts, although if there is, 195 would normally govern, as that is the legal requirement.  What supposed conflict are you suggesting is creating the problem?

A certain amount of x-raying is required, as is stated in 195 and B31.4.  

See 195 for the law, and B31.4 for additional guidance.  Any differences there, you would normally follow 195, or if significantly different, ask either or both parties, or your boss, for clarifications.

DOT has approved UT in lieu of RT on numeroaus pipeline installations.

If you wish to replace RT by UT a written procedure and practical procedure qualification on a sample with known simulated flaws in it is essential.
