Is it a requirement for a weld repair on piping to have the supplier submit an MTR for a pipe fitting that is stamped with the material and grade?

If you are repairing existing equipment, and supplier = owner, supplying it to the welder before welder will start work... I would say no.
Material is identified by stamp, so you know what weld procedures are appropriate.

Having a stamp with the material and grade means absolutely nothing if the heat number is not on it and if the heat number does not correspond with a code compliant MTR.
