can anybody tell me where to go to find regulations governing pulling (not lifting) equipment as far as requirement to CE mark or not and what the SWL should be in relation to the critical rating.

I'm not sure what type of product you are referring to, but you might want to start here: http://www.cenelec.org. It is European Committee for Electrotechnical Standardization, now recognized as the European Standards Organization. There are also domestic agencies/approved testing facilities that can assist you in determining whether or not you meet requirements for the CE mark.
